As for "the mind is not equal [liberated]": the mind is fundamentally pure and free, its wondrous functions of merit surpassing the sands of dust; precisely because it is covered by this obstruction it cannot manifest, hence it is said that "the mind is not liberated." "Liberation" has the sense of freedom. Not only does it cause the mind not to be liberated, it can also create karma and moisten karma: karma means good, bad, and immovable karma. Because there is a karmic cause, it inevitably incurs fruitional retribution, which is undergoing rebirth. The place of undergoing rebirth is the so-called five destinies: born and dying again, departing and coming back, hence it is called "transmigrating." The characteristics of transmigration are already as in the preface under the meaning of the silk-cord wheel. Tracing back to its source, it is grasping at self; thus we know grasping at self is the root of faults, and therefore it must be eliminated.
