This passage has three sections. First, giving the seven treasures filling immeasurable asaṃkhyeya worlds is a provisional simile for standardizing the comparison. From "if a good man" downward, it clarifies the superiority of the merit of upholding and expounding. From "How should they explain it for others?" downward, it explains the superiority of this merit. Therefore, according to the sūtra text, it merely clarifies the merit of upholding and expounding; yet the treatise states that the transformation Buddha's expounding of the Dharma has immeasurable merit because the transformation Buddha is the lord of teaching who expounds the sūtra, while upholding and expounding refers to the person who propagates the sūtra. The sūtra propagated is what the Buddha expounded; what the Buddha expounded is free from the marks of speech, and thus its merit is immeasurable. If the person who propagates the sūtra can be free from attachment, their merit can surpass the former. "Like suchness" (ruru) is the principle of the dharmakāya. Since the transformation body is identical to the dharmakāya, it has no going and no coming, and therefore it is unmoving.
