「爾時諸大眾」下，第二時眾生疑。文三：一明眾生疑、二申眾疑意、三問眾不決。今初可解。

From "At that time the great assembly" onward is, second, the assembly giving rise to doubt at that time. The text has three parts: first, clarifying the assembly's giving rise to doubt; second, stating the purport of the assembly's doubt; third, asking the assembly without resolution. The first may now be understood.
