"Great King! When a state falls into disorder, the ghosts and spirits first fall into disorder. Because the ghosts and spirits fall into disorder, the myriad people fall into disorder, bandits come to plunder the state, the common people perish, and the ministers, sovereign, crown prince, princes, royal grandsons, and the hundred officials mutually produce disputes. Strange portents occur in heaven and earth, and the twenty-eight lunar lodges, the paths of the stars, the sun, and the moon lose their seasons and lose their measures, and many bandits arise. Great King! If there are the disaster of fire, the disaster of water, the disaster of wind, or any of all the various disasters, you should also expound and chant this sūtra; the ritual method is as explained above."
