Second, clarifying the places where prajñā is propagated and taught. Saying "Great King! The domain I now transform consists of ten billion Mount Merus..." and so forth generally clarifies the regions of Jambudvīpa. From "in its southern Jambudvīpa" onward, it specifically clarifies the various states: first the sixteen great states, next the five hundred medium states, and next the ten thousand small states.
