1.13

言所為者，有其二義：一就三乘。如《解深密》三法輪中，一為發趣聲聞乘者說四諦輪，二為欲發趣菩薩乘者說無相教，三為發趣一切乘者說第三輪。故知此經為菩薩說。若依五性，為菩薩性及不定者故說此經。五姓之義，具如別章。

As for those for whose sake [it was spoken], there are two meanings: First, in terms of the three vehicles: as in the three Dharma-wheels of the Saṃdhinirmocana, the first wheel of the four truths was spoken for those setting out in the śrāvaka vehicle; the second teaching of signlessness was spoken for those wishing to set out in the bodhisattva vehicle; and the third wheel was spoken for those setting out in all vehicles. Thus we know that this sūtra was spoken for bodhisattvas. If relying on the five spiritual lineages, this sūtra was spoken for those of the bodhisattva lineage and those of indeterminate lineage. The meaning of the five lineages is fully set forth in a separate treatise.
