釋曰：第九、明十六王眾。於中有二：初標數辨類、後別讚功德。此即標也。
Commentary: Ninth, explaining the assembly of the sixteen kings. Within this there are two parts: first, specifying their number and identifying their categories; later, individually praising their virtues. This is the initial specification.
