釋曰：第二、眾疑。文別有三：一顯眾者疑、二申眾疑相、三問眾不決。此即初也。謂放光時，眾共生疑。

Commentary: Second, the assembly's doubt. The text specifically has three parts: first, showing that the assembly doubted; second, explaining the assembly's state of doubt; third, asking the assembly without resolving it. This is the first. It means that when the light was emitted, the assembly together gave rise to doubt.
