釋曰：第二、依文正釋。自下五品明正說分，總分為三：初有三品正明內護；次〈護國品〉辨其外護；後〈散華品〉荷恩供養。或可《受持品》亦為正宗，荷恩散華及受持故。雖有兩說，且依前釋。就內護中，復分為二：初略開二護，後「爾時大王」下問答廣釋。略中有四：一者知王請意、二略開二護、三勸發三慧、四歡喜供養。此即第一知王意也。

Commentary: Second, properly explaining according to the text. The five chapters below clarify the primary exposition section, which is divided broadly into three: First, there are three chapters properly clarifying internal protection; next, the "Chapter on the Protection of the State" analyzes its external protection; finally, the "Chapter on Scattering Flowers" offers gratitude and makes offerings. Alternatively, the "Chapter on Upholding" may also belong to the primary teaching, because of offering gratitude by scattering flowers and upholding [the sūtra]. Although there are two explanations, we provisionally follow the former interpretation. Within internal protection, it is again divided into two: first, briefly opening the two protections; second, from "At that time the great king" onward, extensive explanation through question and answer. In the brief section there are four: first, knowing the king's intention in requesting; second, briefly opening the two protections; third, encouraging the generation of the three wisdoms; fourth, rejoicing and making offerings. This is the first, knowing the king's intention.
