Commentary: Tenth, the explanation of the stage of the Dharma Cloud. It also has five phrases. 1. The extent of the lands inhabited can be understood from the text. 2. Assigning the royal position. 'The king of the Great Tranquility Heaven' refers to the king of the Maheśvara Heaven in Akaniṣṭha Heaven. 'Lord of the three realms': to distinguish him from the kings of the three realms, he is called the lord of the three realms. 3. 'Cultivating inexpressible and inexpressible teachings' reveals the teachings practiced. 4. From 'attaining the exhaustion of principle' downwards explains the distinctive practice of the bhūmi. The perfection of awakening and practice is called 'the exhaustion of principle'. Jointly severing subtle obstacles with the Buddha-Tathāgatas is called 'sharing the Buddha's practice'. Ignorance is the root source of the three realms; this stage can exhaust it, hence it is called 'exhausting the root source'. According to the Benji, the ālaya-vijñāna takes this as its root source. 5. 'Teaching and transforming all sentient beings like the sphere of the buddhas' reveals the common activity of the bhūmis.
