Commentary: Second, this single verse explains the Stage of Freedom and Mastery. The text has three sections: first, indicating the name and assigning the stage; next, the breadth or narrowness of the transformed lands, which can be known from the sūtra; and last, revealing the specific practice of the bhūmi. "The Great Being of Freedom and Mastery, king of Trāyastriṃśa" indicates the name and assigns the stage. Being free from the defilement of transgressing morality and mastering the illumination of one-taste tathatā, they are named "Freedom and Mastery"; they correspond to the king of the thirty-three heavens. "Manifesting forms in the six destinies across a thousand lands" discerns the breadth or narrowness of the lands. "Without conditions," and so forth, is the third: revealing the specific practice of the land. In explaining this sūtra text, various interpretations differ. One, the Original Record, says: "The upper line clarifies the purity of the objective realm; the lower line clarifies the purity of wisdom." "Without conditions" means that dependent provisional conditions are empty and signless, and discrimination's provisional signs are empty. "The third truth" is the emptiness of the true nature. The explanation says: This eliminates the three natures and retains the three naturelessnesses. "Non-non-being" is the nature without discrimination, because its substance is non-existent. "Non-arising" is the emptiness of dependent nature. "Twofold illumination" is the emptiness of the perfected nature. However, the word "illumination" applies to both of the above. The Tripiṭaka Master of Ci'en says: The upper line is the purity of the objective realm, and the lower line is the purity of wisdom, following the previous explanation. "Without conditions" refers to the naturelessness of arising; its substantive nature is dependency, arising without conditions such as an Īśvara. "Signless" refers to the naturelessness of characteristics, which is the grasped characteristics having no self-substance as their nature. "The third truth" refers to the ultimate naturelessness, taking tathatā as its substance while devoid of what is grasped, being the characteristic of true emptiness. The explanation of the purifying wisdom should be understood in accordance with the preceding.
