釋曰：第二、諸王發願。於中有二：初諸王發願、後世尊印述。此即發願。願中有二：一願諸佛常說、二願四眾常行。

Explanation: The second [section] is the kings making vows. Within this there are two [parts]: first, the kings make vows; and later, the World-Honoured One seals and confirms them. This is the making of vows. Within the vows there are two: first, vowing that the buddhas constantly preach; and second, vowing that the four assemblies constantly practice.
