The explanation says: From here below is the second part, entrusting it to the kings to accept and uphold. The text has four distinct parts: 1. praising its function to encourage upholding; 2. from "Great King, this prajñā" onward, praising its name to encourage upholding; 3. from "Great King, I now" onward, explaining the reasons for the encouragement; 4. from "Great King, now" onward, addressing them by name to entrust it to them. The first part has two: first, briefly praising to encourage upholding; later, from "Great King" onward, extensively praising to encourage upholding. Within the brief part there are five: 1. encouraging upholding at the appropriate time; 2. the reasons for encouraging upholding; 3. concluding by entrusting it to all the kings; 4. the outsider's inquiry; 5. the Tathāgata's explanation. This is the first. It means that when my Saddharma is perishing, accept and uphold this single work, the Benevolent Kings Prajñā.
