3.403

釋曰：第二、勸持所由。有其三種：一大作佛事，謂滅惡生善；二國土安立；三萬姓快樂。或可初一內護、後二外護。如是利益，皆由般若。

The explanation says: Second, the reasons for encouraging upholding. There are three kinds: 1. greatly performing the Buddha's work, which means destroying evil and producing good; 2. establishing the realm; 3. the joy and happiness of the myriad people. Alternatively, the first one is internal protection, and the latter two are external protection. Such benefits are all due to prajñā.
