釋曰：自下第二正明付囑。文別有二：初付法令持、後付眾令化。此即初也。謂此惡時付王四眾，皆令受持讀誦解義。

Explanation: From here below is the second, directly explaining the entrustment. The text specifically has two parts: first, entrusting the Dharma and causing them to uphold it; and second, entrusting the assembly and causing them to transform [beings]. This is the first. It means that during this evil time, it is entrusted to the kings and the fourfold assembly, causing them all to accept, uphold, read, recite, and understand its meaning.
