問：何故前品唯付諸王，今此品中通付四眾？解云：前品付囑護持，故唯付王；此品付囑令解教化眾生，故通四部眾也。

Question: Why did the preceding chapter entrust only the kings, while this chapter entrusts the fourfold assembly generally?
