釋曰：第二、明起惡。惡有三種：一壞法得罪惡、二正教不行惡、三惡增壽減惡。

The Commentary says: Second, clarifying the arising of evil. There are three kinds of evil: first, the evil of destroying the Dharma and incurring sin; second, the evil of the true teaching not being practiced; and third, the evil of vice increasing and lifespan decreasing.
