釋曰：第五、誡使役也。文有四別：一橫制、二使役、三攝錄、四示過。橫制有三：一能制人、二橫制誡、三屬當白衣，是兵奴法也。

The Commentary says: Fifth, admonition against conscription into servitude. There are four distinct parts in the text: first, arbitrary restrictions; second, conscription into servitude; third, official registration and control; and fourth, indicating the fault. Arbitrary restrictions have three parts: first, those capable of restricting; second, the arbitrary restrictive precepts; and third, making them subject to the white-robed laity, which is the law of soldiers and slaves.
