釋曰：第二、使役也。文有三節：一立籍、二強使、三顯非佛弟子，是兵奴法。

The Commentary says: Second, conscription into servitude. The text has three sections: first, establishing registers; second, forcibly commanding service; and third, showing that they are not disciples of the Buddha, which is the law of soldiers and slaves.
