釋曰：第三、攝錄也。文有四節：一官攝、二典攝、三僧攝、四屬是獄囚，兵奴法也。

The Commentary says: Third, official registration and control. The text has four sections: first, regulation by officials; second, regulation by administrators; third, regulation by monks; and fourth, making them subject to being prisoners, which is the law of soldiers and slaves.
