釋曰：第二、示惡也。諸惡比丘求名利故，於王等前，自說破法破國因緣。比丘自說，名為破法；教王令作，名為破國。

The Commentary says: Second, showing the evil. Because various evil monks seek fame and profit, before the kings and others they themselves speak of causes and conditions for destroying the Dharma and destroying the state. Monks speaking this themselves is called destroying the Dharma; instructing the king to make him do so is called destroying the state.
