釋曰：第三、謬信也。王等不知求名利故，信受諂言，橫作法制，不依佛誡。
The Commentary says: Third, false trust. The kings and others do not recognize that [these monks] seek fame and profit, so they believe and accept their flattering words, arbitrarily creating laws and restrictions and not relying on the Buddha's admonitions.
