釋曰：第二、天王嗟歎。謂天王等，嗟歎惡時無佛出世，是空虛也。
The Commentary says: Second, the celestial kings sigh in sorrow. That is, the celestial kings and others sigh in sorrow that in an evil age there will be no Buddha appearing in the world, which is desolate and empty.
