釋曰：自下第二大眾奉行。於中有二：初明能受人、後顯所受法。此即初也。文有三節：一是菩薩、二是聲聞、三是雜品。

The Commentary says: Below this is the second part: the great assembly practices [the teaching]. Within this there are two: first, clarifying the persons capable of receiving; afterwards, revealing the Dharma received. This is the first. The text has three sections: first, bodhisattvas; second, śrāvakas; and third, the miscellaneous classes.
