In about to explain this chapter, there are briefly two aspects: first, explaining the chapter's title; second, directly explaining the text. Regarding explaining the chapter's title: according to the Original Commentary, states are of two kinds: first, worldly—the two vehicles and ordinary beings; second, world-transcending—from the ten faiths to the ten bhūmis. Thieves are of two kinds: first, external—robbers, wild beasts, and so on; second, internal—namely the afflictions. Protection is of two kinds: first, external—namely the ghosts and spirits of the hundred classes; second, internal—namely wisdom. Whether internal or external, all are the supernatural power of the buddhas and bodhisattvas. Now it is explained: prajñā can protect the states of humans and devas, hence it is named "Protection of the State."
