解曰：於諸花上者，諸花葉上皆有化佛，佛及餘眾皆無量矣。從此第二明佛說法。其義者何？
The commentary explains: As for "Upon the flowers", upon the petals of the various flowers there were transformation buddhas, and the buddhas as well as the remaining assemblies were all immeasurable. From here, the second part explains the buddhas preaching the Dharma. What is its meaning?
