Commentary: This clarifies the Buddha's great compassion in rescuing and protecting impartially. If there were only the external protection, benefit and joy would not be equal; by attending to the external and answering with the internal, his compassion is shown to be deep and universal, speaking without being asked. Furthermore, if there were only the external, though external matters were adornments, if the internal were not clear and pure, how could mental afflictions be quelled? It is because external adornment and internal purity correspond in meaning. Moreover, it is only through the internal that the external can be free from calamities; if the three poisons are not eradicated, the three disasters will inevitably arise. Because the external protection relies on the internal, it is explained first. Furthermore, "internal" and "external" are spoken in terms of two characteristics: the Dharma is of solely one flavor, equal and without differentiation, and so the Buddha's great compassion has never had different teachings; yet according to awakening or non-awakening, cultivation or non-cultivation, and the progression of depth, the principle is necessarily so. "Good sons" refers to Prasenajit and the others. From "I shall now" downward clarifies the persons who are protected. "Protection of the buddha-fruition" refers to this chapter. "Protection of the ten bhūmi practices" refers to the subsequent chapter. Putting the fruition first and the cause second is the sequence of aspiring and proceeding, whose meaning is as stated before. As for that which protects and that which is protected: the dharma that can protect is solely prajñā; that which is protected, according to the sūtra, is divided into two: the two persons, noble and ordinary, and the two lands, pure and defiled. Next is the fourth [part], commanding them to listen attentively.
