解曰：以十善道化利眾生，此後諸王皆十善化，處有廣狹、行有勝劣以為異矣。從此第二明離垢地，文分為五。

The commentary states: They transform and benefit sentient beings through the ten paths of good actions. All kings from here on transform beings through the ten goods; they are differentiated according to whether the realm is broad or narrow, and whether the practice is superior or inferior. From here, the second section clarifies the Vimalā-bhūmi, with the text divided into five parts.
