解曰：標其地名，明王居處、明所化境、明修勝行。戒度圓滿，明其離過，微細不犯矣。從此第二明修境智。

The commentary states: This designates the name of the bhūmi, clarifies the king's dwelling place, clarifies the realm transformed, and clarifies the cultivation of superior practice. The fulfillment of the precept pāramitā clarifies freedom from fault, not transgressing even the most subtle. Next, the second part clarifies the cultivation of object and cognition.
