解曰：標其地名，明王居處。無相無生忍者，此地菩薩純無相觀故，云無相智證無生忍。方便善巧者，明修勝行，濟利有情悉平等故。常萬已下，明所化境。從此第二超分段生。

The commentary states: It marks the name of that bhūmi and clarifies where the king abides. 'The non-arising kṣānti that is signless': because the bodhisattva of this bhūmi engages purely in signless contemplation, it says 'signless cognition realizes non-arising kṣānti.' 'Skill in means': this clarifies the cultivation of superior practice, for succoring and benefiting sentient beings are entirely equal. From 'constantly tens of billions' onward, it clarifies the realm of those who are transformed. Hereafter, the second part transcends fractional birth.
