The commentary explains: Earlier, in the prose, the Buddha spoke of the ten kings; next, in the verse, the king individually praised the kṣāntis. The objects and cognition of the kṣāntis, whether cause or effect, are fully clarified here. 'These fourteen kṣāntis' takes up the preceding text. 'The dharmakāya of all buddhas' means that the saṃbhogakāya and nirmāṇakāya are all dharmakāya. 'The practices of all bodhisattvas' means all practices prior to equal enlightenment. 'Inconceivable, etc.' means: the mind cannot conceive them, the mouth cannot discuss them, and they surpass the realm of measuring; hence they are called 'impossible'. This shows that buddhas and bodhisattvas all rely on these kṣāntis, and the nature and characteristics of the kṣāntis are beyond both conception and measurement. From here, the second part is a general inquiry.
