The commentary explains: This explains the performance of karma. 'Conditioned actions performed': 'manifold' means numerous; 'conditioning' means activity; performing good and defiled karma of the six destinies based on body, speech, and mind is called 'conditioned actions'. 'Without bondage and without liberation': being moved by delusion and bound by afflictions, one seeks release from ties, hence there are bondage and liberation; realizing that essence is precisely the real, originally there is no bondage, so who seeks liberation? Thus there is neither bondage nor liberation. 'Neither cause nor effect': the conditioned actions performed are seen to exist because of delusion, and delusion is intrinsically empty of svabhāva, so they are not cause and effect. 'Yet not non-cause and non-effect': not yet realizing one's self-nature, delusions drift and race, riding on causes to produce effects, existing like illusions. From here, the second part clarifies that feeling is unreal.
