The commentary states: 'All buddhas' concludes the dharmakāya of all buddhas in the introduction. 'Know them to be like illusory transformations' means they know the beings to be transformed are like illusions and unreal. If they were not covered by the teachings, they would not be free from illusory bondage, and therefore the buddhas initiate transformations. 'Attain the sign of non-abiding': all ordinary beings delight in abiding in saṃsāra, and the noble ones of the two vehicles delight in abiding in nirvāṇa; the World-Honoured Buddhas attain the path of non-abiding, constantly supported by great compassion and great wisdom, and thus abide neither in saṃsāra nor in nirvāṇa; their bodies may be distinct or identical, constantly benefiting and gladdening [beings]. 'And manifest transformations within them': because realms, destinies, and noble ones are encompassed by kṣānti, they manifest transformations within them. Hereafter is the third [section], concluding the immeasurability of the kṣāntis.
