Exposition: 'All' refers to conditioned and unconditioned dharmas, worldly and transmundane dharmas; hence 'all.' 'Names' refers to expressions that signify. All dharmas vary in myriad ways according to place; hence 'all names.' 'Are provisional designations' clarifies that they are unreal. A name expresses the common characteristic of the intrinsic nature of dharmas; it is an extended mental cognition and does not attain the substantial essence of the dharma, so it is called provisional. As Vijñaptimātratā says: 'Names express intrinsic nature.' Why then is it said here not to attain the substantial essence of the dharma? Saying 'fire' does not burn; saying 'food' does not satisfy. If it corresponded to the substantial essence of the dharma, a poor person should frequently say 'treasure trove.' Thus 'provisional designations' clarifies that they lack reality. From this point, the second [part clarifies] that originally there were no names.
