The commentary explains: 'All phenomena are mutually relative' is the general heading. 'Relative' means dependent and reliant; that is to say, all conditioned dharmas among the aggregates, sense fields, and realms do not arise if conditions are lacking, but are mutually relative and reliant. 'Namely: the form realm, the eye realm, and the eye-consciousness realm' explains their operative aspects. If the three—sense faculty, object, and consciousness—are not in the same temporal moment or if any one is missing, consciousness definitely does not arise. Only when the object is directly present, the faculty directly produces consciousness, and consciousness directly discerns the object, must they rely on one another before illumination and understanding can occur. 'Up to' and what follows cites the subsequent to serve as a parallel for the intermediate; all possess the harmony of the three, illustrating reliance and relativity. 'Just like a flash of lightning' concludes that they do not last long, because as designations they are unreal, immediately ceasing and becoming nonexistent. Hereafter, the second part explains the designation of formal relativity.
