解曰：常說等者，地上菩薩常見佛說，地前處會說或有無，王及大眾發斯誠願。從此第三願眾常見。

Explanation: 'Constantly preach', and so forth: bodhisattvas on the bhūmis constantly see the buddhas preach; for those prior to the bhūmis attending assemblies, preaching may or may not occur. The king and the great assembly made this sincere vow. Next is the third [part]: vowing that sentient beings will constantly see it.
