To explain this chapter and clarify its purpose: the two protections, internal and external, have already been fully clarified above. It is because both are upheld that this chapter exists; thus, there is no fault in it diverging from the previous two sections or being threefold. Explaining the chapter title: “Uphold” (feng) means reverently receiving, and “hold” (chi) means not forgetting. As the Da zhidu lun says: “Due to the power of faith, one hears and faithfully receives; due to the power of mindfulness, not forgetting is holding.” If one says “receive and hold,” it is taking in without losing. Saying “Seventh” is fully evident from the text. Explaining the text itself: Regarding this chapter of the sūtra, past worthies—Dharma Master Ce and Dharma Master Xuanfan of Ximingsi, and Dharma Master Huijing of Jiguosi—all considered this chapter to be the transmission section. Master Zhiyi of Tiantai, Dharma Master Dao'an, and Great Dharma Master Anguo all considered this chapter to be the main body section. Although all have basis in principle, we now follow Tiantai and others, for the meaning is as stated before. Analyzing this chapter of the sūtra, it is broadly divided into three parts: first, King Prasenajit's question; second, the Tathāgata's correct answer; third, receiving benefits upon hearing the Dharma. King Prasenajit's question is further divided into three parts. First, clarifying the beholding of all buddhas. What is its meaning?
