3.19

解曰：國王大臣上行下化，四眾聽受悉皆遷善，即自護也。又《金光明》云「其王爾時當淨澡浴，以香塗身著新淨衣，坐小卑座不生高舉，捨自在位離諸憍慢，端心正念聽是經王，於法師所起大師想。」以彼准此，明其敬也。從此第三如說修行。

Commentary: When the state's king and great ministers practice it above and transform those below, the four assemblies listen, receive, and all turn toward goodness; this is self-protection. Furthermore, the Suvarṇaprabhāsa Sūtra says: "That king at that time should bathe purely, anoint his body with scent, wear new clean robes, sit on a small lower seat without giving rise to haughtiness, relinquish his independent status, stay free from all arrogance, uprightly rectify his mind and maintain right mindfulness to listen to this king of sūtras, giving rise to the thought of the Great Master toward the Dharma master." Taking that as a standard for this, it makes clear their reverence. From here, the third part explains practicing as taught.
