解曰：由鬼神亂，次萬人亂，百姓喪亡庶人弊也。從此第二王臣乖爭。

Commentary: Due to the spirits falling into chaos, next the ten thousand people fall into chaos; the death and perishing of the common people means distress for ordinary folk. From here, the second part explains the conflict between king and ministers.
