解曰：言業習者，此為因也。言果報者，此為果也。未壞盡者，由未斷彼感生之因，故分段生，未壞盡故。於人天中者，唯欲人天受勝生故。何非上二，唯欲人天？有現觀故、此近初地非彼二故。順道生故者，經生不忘，性成就故。此中所明直往種性；若迴心者，前變易中已分別故。從此第三明所修行。

Explanation: 'Karmic habits' refers to the cause. 'Retribution' refers to the effect. 'Not yet completely destroyed' means that because the cause that produces birth has not yet been severed, fractioned birth is not yet completely destroyed. 'Among humans and gods' means that they take superior rebirth only among humans and gods of the desire realm. Why is it not the upper two [realms], but only humans and gods of the desire realm? Because there is direct realization, and because being close to the first bhūmi does not belong to those two [realms]. 'Because they take birth… in accordance with the path' means that through successive births they do not forget it, because their nature is accomplished. What is explained here refers to those of the lineage who proceed directly; for those who turn their minds, distinctions were already made earlier under transformation [birth]. Next, the third [part] clarifies the practice cultivated.
