解曰：大悲為首者，利他本故。起諸大願者，行所依故。由行與願互相依持，此二俱修不偏起故。於方便智者，達俗智也。如《十地經》云「大悲為首、智慧增上，方便善巧所攝諸智。」准彼經者，顯依悲智，念念修習自利利他無量勝行皆善巧故。從此第二明修勝行。文復分二：且初第一遍修諸行。

The commentary explains: "With great compassion as foremost" means that it is the foundation of benefiting others. "Arousing great vows" means that they are that upon which practice relies. Because practice and vows mutually support each other, these two are cultivated together and do not arise one-sidedly. "In skill-in-means cognition" refers to the cognition that penetrates the conventional. As the Daśabhūmika Sūtra says: "With great compassion as foremost, wisdom predominant, and all cognitions gathered by skill-in-means." In accordance with that sūtra, this reveals that relying on compassion and wisdom, in every thought-moment cultivating the measureless supreme practices of self-benefit and benefiting others are all skillful. Hereafter, the second part explains cultivating the supreme practices. The text is further divided into two: first, universally cultivating all practices.
