The commentary explains: Saying "neither realizing" is because of skill-in-means cognition. "Nor not realizing" is because of the reflected image. According to the Original Notes, because within the real there is the conventional, it says "neither realizing"; because within the conventional there is the real, it says "nor not realizing." "Universally study everything" means that residing in this stage for one incalculable eon, they universally study and train to adorn the myriad practices. Just as the Tattvasiddhi-śāstra broadly studies disparate treatises so as to know all intentions, and the Śīlasaṃyukta Sūtra speaks of universally studying the treatises on the five sciences and so forth. Furthermore, the thirty-fourth fascicle of the Avataṃsaka Sūtra and the second and third fascicles of the Daśabhūmika-śāstra broadly explain these practices. Hereafter, the second part is heading toward all-knowledge.
