解曰：無自他相者，得無分別，不住相故。常化眾生者，如《十地經》云「又發大願，三界所繫入於六趣一切生處名色所攝如是等類，我皆教化令入佛法，悉令永斷一切世間趣，令安住一切智道，盡未來際無休息。」故即常化矣。從此第四生諸淨土。

The commentary explains: "Without the characteristics of self and other" means attaining non-discrimination and not abiding in characteristics. "Constantly convert sentient beings": as the Daśabhūmika Sūtra says: "Furthermore, they make a great vow: 'Regarding all classes of beings bound to the three realms who have entered all birthplaces in the six destinies and are subsumed under name-and-form, I shall teach and convert them all, causing them to enter the Buddha Dharma, causing them to forever sever all worldly destinies, and causing them to peacefully abide on the path of all-knowledge, without rest to the end of future limits.'" Therefore, they constantly convert. Hereafter, the fourth part is being born in various pure lands.
