解曰：自在願力者，願由行力得自在故。生諸淨土者，所謂諸佛受用土故。然此菩薩自受用土，與諸佛土處無有異，體別如前。此受用土體狀如何？依何乘路即得生故。如《佛地經論》第一云「諸佛淨土周圓無際，其量難測，超過三界所行之處，勝出世間善根所起，最極自在淨識為相。如來所覩，諸大菩薩眾所雲集，大念慧行以為遊路，大止妙觀以為所乘，大空無相無願解脫為所入門。」此經上云脩三脫門，今此又云自在願力，顯願由行得自在故，依彼乘路而得生故。何以知彼此地生耶？彼論解云「他受用土，地上菩薩乃得生故。」從此第二明智一異。於中分三：且初第一明根本智。

The commentary explains: "Sovereign vow-power" means that vows attain sovereignty through the power of practice. "Born in various pure lands" refers to the enjoyment lands of the buddhas. However, this bodhisattva's own-enjoyment land is not different in place from the buddhas' lands, though their essences differ as stated before. What is the essential form of this enjoyment land? Relying on what vehicle and road is one born there? As the Buddhabhūmi-sūtra-śāstra, fascicle one, says: "The pure land of the buddhas is universally round and boundless, its measure difficult to fathom; it transcends the sphere of the three realms, arising from supreme supramundane roots of goodness, characterized by utmost sovereign, pure consciousness. It is beheld by Tathāgatas and gathered in like clouds by the multitude of great bodhisattvas; it takes great mindfulness, wisdom, and practice as its travel-path; it takes great samatha and subtle vipaśyanā as its mount; and it takes the great gates of liberation—emptiness, signlessness, and wishlessness—as its points of entry." Earlier this sūtra spoke of cultivating the three gates of liberation, and here it also speaks of "sovereign vow-power," showing that vows attain sovereignty through practice and that one is born by relying on that vehicle and road. How is it known that one is born there at this stage? That treatise explains: "The other-enjoyment land is only attained by bodhisattvas on the stages." Hereafter, the second part explains the identity and difference of the cognitions. This is divided into three: first, explaining the fundamental cognition.
