The commentary explains: "Skillful wondrous functioning" refers to the cognition that penetrates the conventional; because its essence possesses four virtues, it is called "wondrous functioning." "Neither inverted" means that although it takes objects by bearing characteristics, it is not inverted. "Nor abiding" means that all myriad practices are cultivated, not abiding in just one. "Neither moving" means that in taking the preceding suchness and cognition as objects, it is not scattered or moving. "Nor still" means that mounting great wisdom and compassion, it cultivates without abiding. Furthermore, the first distinguishes it from non-Buddhists, the next distinguishes it from ordinary beings and devas, and the two—moving and still—distinguish it from the two vehicles; because they lack this cognition, they are not like this. Hereafter, the third part addresses the identity and difference of the two cognitions.
