解曰：我滅度者，總舉時也。法欲滅時者，一體、別相悉皆常住，住持三寶時有衰滅反顯不滅。有修說行即是好時，無諸難也。一切有情造惡業故者，由法衰滅，十惡增也。令諸國土種種災起者，由十惡增，有諸難起，展轉釋也。從此第二勸王持讀。

Commentary: "After my nirvāṇa" generally indicates the time. "When the Dharma is about to perish": the one-essence [Three Jewels] and distinct-characteristics [Three Jewels] are all eternally abiding; the maintenance of the Three Jewels sometimes declines and perishes, which conversely reveals that it does not perish. When there is cultivation and preaching, that is indeed a good time, and there are no calamities. "Because all sentient beings create bad karma": due to the decline and perishing of the Dharma, the ten unwholesome actions increase. "They cause various disasters to arise in all countries": due to the increase of the ten unwholesome actions, various calamities arise; this explains it in turn. Next is the second [section], urging the kings to uphold and recite it.
