解曰：標勸諸王，舉勝者故，各自持讀皆獲安樂。從此第二明所付法。於中有四：且初第一明所付法。

Commentary: Directing the exhortation to all kings highlights those of supreme standing, so that by each upholding and reading it themselves, all obtain peace and happiness. Next is the second [part], clarifying the Dharma that is entrusted. In this there are four: first, clarifying the Dharma that is entrusted.
