問：舊經但言十千小國，此言十萬，何乃甚歟？答：舊經多以教所及處而憑論也。云何知然？如《金光明》第六〈護國品〉云「此贍部洲八萬四千城邑聚落，八萬四千諸人王等，各於其國受諸快樂，皆得自在，乃至慈悲謙讓增長善根，以是因緣安隱豐樂。」此雖小賸，何所怪焉？梵本不同，各如文矣。從此第二有難受持。

Question: The older sūtra said only ten thousand small states; here it says one hundred thousand, why is it so much greater? Answer: The older sūtra mostly took as its basis the places reached by the teachings. How is this known to be so? Just as the sixth chapter, "Protecting the State," in the *Suvarṇaprabhāsa Sūtra* says: "In this Jambudvīpa there are eighty-four thousand cities and settlements, and eighty-four thousand human kings, each enjoying various pleasures in their own states, all attaining autonomy... and down to compassion and yielding, increasing good roots, and by this cause and condition they are secure, abundant, and joyous." Though this has a small surplus, what is there to wonder at? The Sanskrit manuscripts differ; each is according to its own text. Next is the second [part], upholding it when there are calamities.
