解曰：十六國王者，聖眾雖聞以超怖畏，諸王為國皆悉驚怖，波斯匿王故發茲問。從此第二世尊正答。

Exposition: Regarding 'the sixteen kings,' although the assembly of noble ones heard it, they had already transcended terror; but the kings, on account of their states, were all terrified. King Prasenajit therefore raised this question. From here on is the second, the World-Honoured One's direct answer.
