解曰：上二句標，下二句列，七難三災是所除故。從此第二明護國法。於中分二：初明有勝法、後說陀羅尼。初中復二：且初第一明有勝法。

Explanation: The upper two lines state the general theme, and the lower two lines enumerate them; the seven calamities and three disasters are what are eliminated. Hereafter is the second major part: explaining the Dharma that protects the state. This has two parts: first, explaining that there is a superior Dharma; afterwards, expounding the dhāraṇī. The first part has two; first is explaining that there is a superior Dharma.
